546 ECB Responses to Leyte Earthquake

A 6.5 magnitude earthquake shook the province of Leyte last 06 July 2017 at around 04:30 pm, with an intensity 5 in Tacloban city and intensity 4 on nearby municipalities. The tremor attributed by the movement of the Philippine’s Fault Leyte segment cracked buildings and roads, caused landslides, damaged power plant and injured people.

The 546 ECB under the leadership of LTC RONILO H CUDAL CE (GSC) PA in coordination with Hon. Leopoldo Dominico L Petilla, Governor of Province Leyte and Director Edgar L Posadas, Office of the Civil Defense VIII, identified the priority of response in the municipality of Kananga wherein three (3) storey Commercial Building was heavily damaged with reported caused casualty, injuries and trapped individuals. Thereafter, a DRO Team led by 2LT ELJUHN P ABOC (CE) PA was organized and reported to the Incident Command Post (ICP) established in the municipality of Kananga approximately 77 kilometres away from Headquarters 546ECBn in Tacloban.

Local search and rescue teams were already on site of the partially collapsed building hence, the DRO team of 546ECBn was tasked to serve as crowd control and security in the area. The responders were able to rescue the six (6) injured individuals trapped in the building and the recovery of the body of a dead person.

On July 7, 2017, LTC CUDAL, ACO, 546ECB and CPT RHOLDAN S PAGDATO (CE) PA, Operations Officer, attended the situation update briefing at Ormoc City airport during the visit of Secretary Michael Lloyd Dino, Office of the Presidential Assistance for the Visayas (OPAV) together with LTGEN OSCAR T LACTAO AFP, Commander, Central Command and MGEN RAUL M FARNACIO AFP, Commander, 8 Infantry Division, Philippine Army. The situation update was presented by Hon. Mayor Richard Gomez of Ormoc City and Hon. Mayor Rowena Codilla of Kananga Municipality. The representatives of the National Grid Corporation of the Philippines (NGCP), Mr Vayne Abestros and the Energy Development Corporation Mr Erwin Magallanes, also gave update on the damaged geothermal plants that provides electricity in the province of Leyte.

Various issues and concerns were immediately addressed in the recently concluded meeting. The 546ECBn has been a huge contribution in Humanitarian Assistance/Disaster Relief by providing transportation and manpower assistance, to wit: a) Hauling of 200 sacks of relief goods containing rice, canned goods, noodles and bottled water (good for 2,000 families) from Tacloban City airport to Kananga Municipal Hall and Ormoc City b) Distribution of relief goods in the barangays of Lake Danao, Tongonan and Cabingtan all in Ormoc City and c) Transportation of water purifying machine and generator set from DZR Airport, Tacloban to Ormoc City.

The 546ECB continues to assist in HADR operations in collaboration with OCD 8, LGUs, and NGOs of Leyte.
