ACCOMPLISHMENTS

In support to the AFP campaign to sustain the gains in peace and security operations, the 53rd Engineer Brigade’s has vigorously pursued its mandated mission in order to help create an environment conducive for sustainable development and a just and lasting peace in the Visayas Region”
With the brigade capability and resources, the following Mission Areas had supported for the period;

  1. Humanitarian Assistance and Disaster Risk Reduction
    1. Bilateral and Multilateral Engagements
    2. The completion of 170 projects supported last December 2014 in different affected area left by the catastrophic TS “YOLANDA” had generally enhance the AFPs bilateral exercises and developed interoperability of the Philippine Army Engineer unit to work with other Country’s Armed Forces particularly in Humanitarian Assistance and Disaster Response Operation (HADRO).



      REHAB OF OF OPONG ELEMENTARY SCHOOL, TOLOSA, LEYTE

      For almost a year extended by the Republic of Korea Armed Forces (ROKAF) in the Rehabilitation operations conducted in Leyte Area, the following facilities were back to its operational status;
      REPAIR OF MUNICIPAL HOSPITAL-TB-DOST CENTER (BLDG 1) AT BARUNGO, LEYTE

      A total of 125 school buildings and 45 Government and public facilities had repaired in Tacloban, Palo, Tolosa, Tanauan, Tungo, Pastrana and Barugo all of Leyte province. The said repair had accumulated a total of 24,990 man hours provided by the 8 construction teams of this brigade working with the ROKAF from 18 December 2013-09 December 2014.


      CONSTN OF 1-UNIT 1 CL RM AT TACLOBAN

      3 School buildings with 8 classrooms had refurbished under the US Reservist (Guam and Hawaii National Guards SMEE 14-1) were also supported by the 3 construction teams of 546ECB, 53EBDE and the AFP Reservist in Marasbaras National High School, Brgy Marasbaras, Tacloban City, Leyte and;

      CONSTN OF 1-UNIT 2 CL RM SCHL BLDG AT BRGY MARASBARAS, TACLOBAN CITY

      2 new constructions of 1-unit 2 classroom school buildings and Construction of Out-Patient Building Hospital with the Unites State Armed Forces were completed on its target completion date on 31 July 2014 or a total of 45 working days supported by the Bravo Company of 546ECB.

      The BALIKATAN 2015 Engineer Civic Action Program conducted in Panay Island had again proven the efficiency of the Engineer Construction Company of 552ECB in the exercise project between the United States Armed Forces for the Construction of 1-unit 2 classroom school building in Don Juaquin Artuz Memorial School. This was the first ENCAP projects of BALIKATAN 2015 among the 2 other sites conducted in Luzon were turned-over to the end- user as per scheduled date of completion.


      CONSTN OF 1-UNIT 2 CL RM SCHL BLDG IN DON JUAQUIN ARTUZ MEMORIAL SCHOOL

      At present, another Engineer Readiness Training Exercise (ENRETE) project will be conducted in Northern Cebu by the US Reservist (Guam and Hawaii National Guards SMEE 15-1. The construction of 1-unit 2 classroom school building at San Remigio Central Elementary school already started last 25 May 15 and this will be expected to be completed on 30 July 15. The brigade had augmented 2 construction teams to support the said project.

      Designated Engineer planner of this brigade had already attended coordination meetings including site survey to support the following ENCAP of the US Pacific Partnership engagement to be implemented by 3Q of this year;

      Construction of 1-unit 2 classroom, construction of health center and repair of classrooms in Roxas City and Capiz area and;

      Pacific Angel 1-15 in the repair of classrooms in 5 different sites in Bohol Province.

    4. Leyte, Samar & Northern Cebu Support to Disaster Rehabilitation and Recovery

      TZU-CHI Foundation
      The brigade had provided Engineer Equipment for the Yolanda Victims Relocation sites at Liloan, Ormoc City. A total of 436 equipment hours rendered by the equipment team of 546ECB in the Ground Development project by the said foundation.

      GROUND DEV OF RESETTLEMENT SITE WITH TZU CHI FOUNDATION AT BRGY LILOAN,

      VICSAL Foundation

      One construction company of 552ECB supported VICSAL foundation of Metro Gaisano Chain Store projects during rehabilitation effort left by TS “YOLANDA”. 3 Classrooms repaired at Brgy Cajel Elementary School at Borbon and Repair of Public Market of Tuburan all in Northern Cebu.

    5. LGU Engagements

      GROUND DEVELOPMENT OF RESETTLEMENT SITE AT BGRY MAÑO, SAN REMEGIO, CEBU
    6. San Remigio & Daanbantayan Cebu & Samar Resettlement sites

      The brigade had also provided 3 Mission Essential Engineer Equipment for the Yolanda Victims Relocation sites at San Remigio and Daanbantayan All of Cebu. A total of 972 equipment hours rendered by the equipment team of ESC in the 2 Ground Development project and;

      GROUND DEVELOPMENT OF RESETTLEMENT SITE AT BRGY AMANTILLO, MARABUT, SAMAR

      at Amantillo, Marabut Samar. A total of 192 equipment hour also rendered by the equipment team of 546ECB in the Ground Development project of the Province of Samar.

    7. Other NGO and LGU Projects
  2. For the year 2014 and 2015, a total of 8 projects completed which are supported by other NGOs and LGUs. 5 of which are repair of schools and 3 are road rehabs in Panay and Samar Island. These projects are on short durations that have an impact to the community which greatly contributed the IPSP effort in the Visayas Region. At present 6 projects are still ongoing.


    REHAB OF SELECTED ROAD OF SAN ENRIQUE, ILOILO

    REPAIR 1 UNIT 4 CL RM SCHL BLDG AT SUROK, GUIUAN,

    Support to Disaster Rehabilitation and Recovery

    For this period, a total of 2,365 equipment hour and 1230 man hours rendered by the brigade Disaster Response Task Unit (DRTU) in Eastern Samar, Leyte and Cebu in assisting the Local Disaster Risk Reduction Management Council (DRRMC) in clearing of primary supply routes, airports, and seaports, assisted concern agencies on damage assessment, augmented transportation assistance for early evacuation, relief handlings and other essential activities provided.

  4. Support to OPAPP Projects


    The brigade had tie-up partnership through MOA with the OPAPP to implement priority project in the conflict affected communities in strengthening road connectivity in Samar. The rehabilitation of 1.8 KM Brgy. Baruz, Gandara to Poblacion Matuguinao Samar Road was implemented by administration by the equipment company of 546ECB. The project has a remaining 15 working days to complete the project as per programmed depending on the availability of the remaining fund transfer to this brigade, at present the accomplishment has already accumulated more than 81%.
    Currently the brigade had already attended series of coordinations and meetings with the OPAPP with the concerned LGUs for the conceptualization of support of this brigade for the immediate delivery of priority funded projects in the Visayas particularly in Samar, Panay and Negros Island.

    Support to Projects with Funding from National Agencies


    The DPWH had also tie-up to this brigade through Memorandum of Agreement (MOA) to undertake one of the priority road project under conflict affected area in Samar. The 1.6KM Construction/Improvement of Colab-og Lungib-Buenasuerte-Pasabuena-Maxville road at Victoria, Northern Samar has a total accomplishment of 72% at present.

    Local Program Projects with funding
    The Concreting of Polopangyan-Pasto-Salvacion Road Brgy Bug-ang and Concreting of Crossing Unggoy-Sitio Mainit Road Brgy San Isidro, Both of Toboso, Negros Occidental has a total of 4.5KM with 3 Spillways and Cross Drainages connecting 5 hinterland conflict affected barangay. The project also under IATF (MOA) at present it has an accomplishment of 28% of the total project cost.

    11units 2 classroom School Building
    under quadripartite MOA between DPWH, DedEd, 2nd Congressional District of Bohol and the AFP duly represented by this brigade was delivered to the end-user on 3rd quarter of 2014. This was constructed in the islets and mainland of 12 different Municipalities of Bohol, Province.

    NGO Projects
    School Buildings under partner with ABS CBN Sagip Kapamilya Foundation
    The brigade provided construction teams/ technical manpower’s and facilitated the community involvement for the BAYANIHAN spirit of the project resulting to a total of 3 units 2 classrooms and 1 unit 3 classroom standard DepEd design School Buildings in the area of Catarman, Northern Samar, Naval, Biliran Province, Guihulngan City, Negros Oriental and Maayon Capiz respectively were delivered to the end user while 6 are still ongoing in different islands and islets in the Visayas.

  5. Force-Level Command and Control, Training and Support
  6. For the period, a total of 9 Officers and 55 enlisted personnel had completed the required career courses in different field of occupational specialty. 2 officers and 9 enlisted personnel also underwent specialization courses essential for engineer units;
    While 7 different Disaster Response Operations (DRO) training initiated by this brigade through In-service training which greatly developed the capability and efficiency of 225 enlisted personnel that increase their capacity to perform technical knowledge in disaster response operation. These trainings were successfully supported by the brigade partner stakeholder in disaster response by providing potential and experts instructors. Evaluation of participant were also properly gauge through practical simulation exercises.


    Regular programmed skills development and enhancement were also conducted by this brigade. A total of 18 different courses (In-service) attended by 251 students and 25 (In-house) participated by 409 personnel. 
    To further increase the said trainings efficiency, the brigade had started to invest effort to formalized partnership with different stakeholders through Memorandum of Agreement (MOA) with Emergency Rescue Unit Foundation (ERUF), Cebu Contractors Association (CCA), TESDA Region 07, Cebu Automechanika, University of San Carlos Cebu (USC) and Construction Manpower Development Corporation (CMDC) as part of our bilateral undertaking to support each other’s mission to meet the needs of each respective organization in attaining common objectives.

    1. Support for the construction of 1-unit 2 classroom school building at San Remigio Central elementary school, Northern Cebu with the US reservists (Guam & Hawaii national guards) as part of the Engineer Readiness Training Exercise (ENRETE 15-1).
    2. Support for the construction of 1-unit 5 classroom at Brgy Poog, Toledo elementary school with the US Navy Seabees.

    1. 1-unit 2 classroom DepEd school building at Dauis Central elementary school, Dauis, Panglao
    2. 1-unit 3 classroom DepEd school building at Campao Oriental National school, Getafe Bohol
    3. 1-unit 3 classroom DepEd school building at Nueva Esperanza Elementary school, Bien Unido, Bohol

Force-Level Command and Control, Training and Support

  1. Sustain the conduct of joint Collapse Structure Search and Rescue (CSSR) Training with ERUF and periodic joint exercise to prepare for INSARAG assessment
  2. Facilitate the renewal of MOA between the Philippine Army and the Emergency Rescue Unit Foundation (ERUF) that will be expire on 20 July 2015 to continue engagement with the same objectives to support the development of the capability and equipment of the 53E
  3. Sustain the conduct of essential In-service/house trainings for skills development
  4. Support Humanitarian assistance and Disaster Relief Operations
