OESPA

The Office of the Ethical Standards and Public Accountability is the personal staff of the Commander tasked to perform efficiently its mandated missions. The Brigade OESPA had four (4) overall co-important sections based on TOE, as follows:

The Executive section manned by the Chief, OESPA and the Deputy Chief, are in charged for overall supervisions of all communications, activities and actions of every section.

The Admin and Investigation Section is responsible for the preparation and submission of the monthly AAR. Initiate appropriate action on complaints/reports of violation by military and civilian personnel of the followingexistinglaws, rules and regulations such as; RA 6713 (Code of Conduct and Ethical Standards of Public Officials and Employees and the implementing rulesthereof; RA 3019, as amended (Anti-Graft and Corrupt practices Act); RA 1379, as amended (an Act Declaring Forfeiture in favor of the State of any Property Found to have Been Unlawfully Acquired); Revised Penal Code, Title Seven, Crimes Committed by Public Officer in relation to AW 94 (Various Crimes) and AW 95 (Frauds against the Government) with regard to military personnel; and RA 8353 (Otherwise Known As An Act Expanding Definition of the Crime of Rape, Reclassifying The Same as a Crime Against Persons, Otherwise Known As the Revised Penal Code, and for Other Purposes).RA 9262 VAWCI and Domestic related offenses

The Professional and Graft Prevention Section pursues organizational development process in line with eradicating graft and corrupt practices, Integrates and synthesizes all AFP policies, regulations and pertinent data related to Brigade ESPA’s mission.
The Public Accountability and SALN Section is accountable to collects, analyzes and compiles all SALN of military personnel and civilian employees of the Brigade and prepares for submission to higher HQ and conducts education, information and dissemination program among Brigade personnel aimed to enhance professionalism.

In line with the Brigade OESPA mandated mission, recently this Brigade conducted the first OESPA Family Conference and Symposium with Honorable Paul Elmer M Clemente, the Deputy Ombudsman for the Visayas as the guest speaker. This was attended by ESPA Officers and ESPA NCO of line units including chief clerks of the Brigade General, Special, Technical and Personal Staffs purposely to learn, understand, and appreciate OESPA duties and responsibilities per PAMU Staff Memo dated 05 May 2014 and tabulate OESPA activities thru AAR numbers 1, 2 and 3. To educate and equip the participants on how to cascade OESPA activities and objectives in their respective units,  and to revisit all existing OESPA related policies, staff memos and directives and to facilitate interactions/discussions to fully understand them.   

Also, the Public Accountability and SALN Section, Office of the Ethical Standards and Public Accountability, (OESPA) 53E had successfully submitted the required 100% submission of SALN of personnel of the entire Brigade complying the required target date by the higher headquarters and distributions not only in the PA and AFP but also to the different government offices like Ombudsman, CSC and Office of the President..

Likewise,based on the records compiled by this office starting January 2014 until this date there are Eighty Two (82) Certificates of Non-Public Accountability Clearances had been issued to military personnel of the Brigade for the purpose of Retirement, Promotion, Security of Tenure, Bond, TOPS Nomination and others.

Finally, OESPA is mandated to take action on all domestic related cases filed against any military personnel of this Brigade for the resolution of the case through amicable settlement to avoid further violation of personnel for any administrative case.
