Such order was effected by the higher Hqs in a more symbolic change. The 564ECB is now named to the Army Engineer Unit that covers Region IV and IV-A while the 565ECB covers Region 5.

During the initial years of the 565ECB in Bicol Region under the leadership of LTC FRANCISCO S BRAVO CE (GSC) PA, the unit was tested to relate its mission in horizontal and vertical construction in far-flung areas where private contractors dare not to go. The most vivid manifestation of which were the construction of Presentacion – Caramoan Road Phases I & II in Caramoan Peninsula that includes a nine (9) barrel spillway. The rehabilitation of barangay road nets in the towns of Goa, Lagonoy and Presentacion all in Camarines Sur.


Likewise, during those times, Day Care Centers were built in different barangays of Presentacion, Camarines Sur. The unit was also tapped to construct four (4) units PFVR two (2) classroom Standard School Buildings in Brgy Tastas, Camalig, Albay to alleviate the plight of the families of Mayon Volcano eruption victims especially the children who traveled by foot just to acquire formal education in neighboring barangays.

On the last quarter of CY 1996, Change of Command was conducted, MAJ ISIDRO L RAMOS (CE) PA took the symbolic color. For the period of term of MAJ RAMOS, Bicol Region known as the typhoon path in Luzon has been struck by several typhoons every year. These catastrophic events caused by natural phenomena brought miseries of effected victims. Severely devastated was the island province of Catanduanes which suffered landslides and flash floods that resulted to the isolation of the coastal towns from its capital town of Virac. The National Disaster Coordinating Council (NDCC) was alarmed prompting to direct the 51st Engineer Brigade, PA to size up the situation and the extent of damage. The 51st EBde, likewise directed the 565ECB its implementing arm in the area to move its resources to the province for the relief and rescue operations.

On the April of 1997, fire broke loose in Brgy Banuyo, Pilar, Sorsogon that razed the old municipal building and more two hundred houses. The unit was once again tapped by the NDCC through Mayor Sia of Pilar, Sorsogon for the Preparation/Improvement of Resettlement Site for the fire victims.
