The Civil -Military Operation (CMO) of 51st Engineer Brigade has come a long way in accomplishing its mission and objectives. It has helped the Brigade how to work with civil authorities in military operations other than war (MOOTW).
Over the years, CMO had become more active in supporting the unit’s mission accomplishment. Recently, the Brigade in cooperation with the Brigade Officer’s Ladies Club, successfully conducted a Medical/Dental Civic Action Program in Capitol Convention Center in Cadlan, Pili, Camarines Sur. The joint MEDCAP along with personnel of 9ID, PA and other volunteers recorded a total of 508 medical and 150 dental patients treated.
The free haircut for men and women charted 135 beneficiaries while the reflex/shiatsu massage registered 45 beneficiaries. A total of 120 children received free school supplies courtesy of 51EBde Officers Ladies Club. The day-long activity was simultaneously done with a joint turn-over ceremony of completed Kalayaan Barangays Program (KBP) projects of the brigade undertaken by 514ECB, 564ECB and 565ECB. The completed KBP projects that were handed over to the end users included the 22 units school buildings, 19 units health Centers, 25 units water systems, 35 units farm- to- market roads and 19 units electrification projects in municipalities of Bato, Calabanga, Bula, Del Gallego, Sipocot, Lupi and city of Iriga, all of Camarines Sur province. These completed KBP projects are most relevant to the needs of the populace for their socio-economic growth.
With various national development programs like the Kalayaan Barangays Program projects constructed in the community, insurgency problem has been brought down to an insignificant level. Thus, the CMO has proven effective and instrumental in gaining population support for the AFP’s ISO campaign towards its National Government Peace and Development Initiatives.
Other Civil-Military Operations activities of the brigade for the quarter have gained popular support and promoted good image towards the AFP. Various CMO endeavors included the annual summer Operation Tule at Bde Hqs and 564ECB with 147 beneficiaries; mass blood letting in cooperation with LGA/NGO with a total of 12,500 cc of blood extracted; the week-long Brigade Eskwela 2010 with five public elementary schools within the brigade area of operations benefitted from repairs and improvements; Opn Bakbak of election posters/billboards along nearby barangays of the brigade and line units stations were cleared of; 11 sessions of live radio interviews to Commander, 51E and line units commanders over DWDD radio program “The Peacemaker “ and other local radio stations wherein the timely dissemination of the units mission and role in national development enlightened the listeners of the radio programs; the month-long child catechism conducted at facilities of the brigade to over 100 children from nearby barangay of Camp Atienza last May 2010 and many others. These accomplishments, in one way or another have proven the Army engineers’ capability not only as “builders and developers” but as well as “combat multipliers”.
