THE HEADQUARTERS AND HEADQUARTERS COMPANY
by LTC ANTHONY D CELOSO (CE) PA

Silently serving the 51st ENGINEER BRIGADE, PA, in its own humble way, is the Headquarters and Headquarters Company (HHCo). Since its activation on July 15, 1966 up to the present, HHCo brought significant accomplishment that contributed much to the over-all attainment of the brigade mission.

Its Particular Mission: “To provide command, control, direction, and supervision of the cleanliness, Orderly, Beautification, Force provider, Maintenance of its facilities and security of the 51st Engineer Brigade Headquarters”

With the able leadership of its new Commanding Officer, LTC ANTHONY D CELOSO (CE) PA, the unit had initiated the minor repair of roofings (selective) of its existing facilities in order to improve the living condition of its personnel. These facilities included the Bachelor Officer Quarters (BOQ), Officers Club House and replacement of old water pipe lines running from MP Barracks, Finance Building, Support Comapany, EMSBn and BTU Barracks. Likewise, camp improvement in terms of cleanliness, orderliness, beautification, security and morale facilities is being maintained.

But how do we maintain the high level of expectations of the command and of the visitors coming in who are transacting official business with 14th Finance Service Unit.

Polishing the area is the earliest activity of the day, followed by grass cutting and trimming of ornamental plant. Band personnel, drivers, security escort and alert team are employed whenever there are band engagements, movements, log runs, disaster response and other similar movements within and outside brigade headquarters. They also monitor the unit’s intelligence operations on probable enemy activities and posting of sentinels in different guard posts to prevent any intruders from infiltrating the camp.

For the basic security and order inside camp, the personnel assigned with the military are police always alert and visible during different command activities. They also remind all military personnel of the command policies and regulations. Command activities and other related occasions always call for the unit’s marching band. The band members reputation for excellent musical performance proudly earned them more invitations even from local government units (LGU) and local churches in the area

On Personnel Administration

The morale and spiritual values of Army Engineer troops are being strengthened by having regular Sunday masses at the brigade chapel, conduct of military value formation, Troop Information and Education (TI & E) every Monday after flag raising and the conduct of Christian Life Seminar (CLS), as programmed.

On Human Resource Development

The physical fitness of the troops is never neglected. Taebo, organized jogging, badminton and basketball games are regularly conducted and wellness equipment for body building are being provided that helps Army Engineer troops strengthen their body and prepare them not only to perform traditional role but also the non- traditional activities. A Sports fest, that promotes camaraderie between personnel of the Brigade and line Battalions is also being conducted just like the recent “Brigade Sport Fest 2011” as one of the activities in connection with 45th Brigade Foundation Anniversary.

• Shooting is the primary skill a soldier must posses. The brigade firing range is properly maintained for use of organic military personnel, other military personnel and some other civilian friends of the brigade who want to avail the facility.

• In caring for the environment, personnel of HHCo and ESBn participated in the de-clogging (clean-up drive) along Tullahan River in Fairview, Quezon City every Saturday, whose flooding during typhoons affect Barangay Sta. Lucia and its neighboring barangay including three (3) big cities namely: Quezon City, Valenzuela city and Malabon City. This significant activity did not only help the residents in clearing the river but they were also reminded on how important it is to dispose off their waste properly, because they will be the ones who will suffer from garbage clogging once the river overflows.

• On participation in “ Brigada Eskwela”

Soldiers worked hard so the students may feel comfortable and at ease when school classes begin.

You know that something big, something different is going to happen when you see our soldiers marching not with their respective issued firearms, but with hammer, saw, shovel, pails, mops, bolos, brooms and engineer equipment.

It was the HHCo personnel together with EMSBn personnel and their equipment headed by brigade Civil Military Operation Officer LTC JUSTINIANO C ACHUMBRE (CE) PA and Brigade Logistic Officer LTC AXEL VILLARINA (CE) PA participating in the seven day “ Brigada Eskwela” of the Department of Education (DepEd) in Libis, Elementary School, Quezon City and Sen Rene Compaņero Cayetano Memorial Science High School in Taguig City. The activities included spraying of anti-termite, repair and painting of chair, removing of debris from the compose pit utilizing backhoe loader equipment and grass brushing inside school premises.

Thus, the Headquarters and Headquarters Company always aim to serve with excellence the 51st Engineer Brigade. Its personnel would just humbly say with all their smile, “ We seek for the best for those we serve.”
