The 54th Engineer Brigade, Philippine Army was organized on 01 July 1991 pursuant to General Orders Nr 513 Headquarters Philippine Army dated 01 July 1991 with a primary mission to provide general engineering support to Philippine Army units and contribute to the national development program of government.
The nucleus of the Brigade personnel came from 525th Engineer Combat Battalion (Sep), PA and two (2) line battalions of 51st Engineer Brigade, Philippine Army. The 513th ECB stationed at Camp Laberinto, Naguilian, La Union and 514th ECB stationed at Luna, Kalinga-Apayao were absorbed by the Brigade on 23 July 1991 pursuant to General Orders Nr 1 Hqs, 54EBde, PA dated 01 August 1991. The Engineer Support Battalion was activated effective 01 July 1991 while the 548th Engineer Construction Battalion was activated effective 16 November 1991 to complete the unit fill-up of the Brigade. With three line battalions and one support battalion composed of 513ECB, 514ECB, 548ECB and ESBn respectively. The Brigade was assigned an Area of Operation comprising Regions I, II and Cordillera Administrative Region (CAR).
From July 1991 to July 2000, the Brigade was credited for the completion of various infrastructures and civil work projects in affected areas of Northern Luzon and support facilities of the AFP, contributing no less to the internal security operation in the region and the eventual reduction of insurgency in its assigned AO.
On 01 July 2000, the Brigade was directed to move to Central Mindanao to rehabilitate damage infrastructures brought about by the armed conflict between the AFP and MILF forces in the middle part of CY 2000. The Brigade initially established its Headquarters at Camp SK Pendatun, Parang, Maguindanao then to Camp Siongco, Awang , Datu Odin Sinsuat, Shariff Kabunsuan. The unit made significant efforts in the reconstruction of war- affected areas in Central and Eastern Mindanao which include among others, the rehabilitation of Narciso Ramos Highway, construction and repair of hundreds of school buildings, evacuation centers, irrigation canals, barangay roads, bridges, mosques and other high impact socio-economic development projects in the provinces of Maguindanao, Sultan Kudarat, Cotabato and part of Lanao del Sur. Likewise, the Brigade provided combat support to tactical units by improving the MSR and construction of force protection structures during the AFP offensive against terrorist in Buliok, Kabasalan Complex and adjoining areas of Pikit, Cotabato. The operational units of the Brigade includes the ESBn, 514ECB, 548ECB and 512ECB while the 513ECB was retained in Luzon and placed OPCON to 51st Engineer Brigade, PA.
On 01 August 2008, after eight years of development campaign in Mindanao, the 54th Engineer Brigade was redeployed back to its original home at Camp Tito Abat Manaoag Pangasinan and placed OPCOM to AFP National Development Support Command (NADESCOM) under the "One Engineer Brigade - One Area Command Concept" in the Implementation of Kalayaan Barangay Program. The Brigade was given the operational area covering Northern Luzon and part of Central Luzon with subordinate units composed of ESBN, 548ECB, 513ECB and 522ECB while the 514ECB was reassigned to 51st Engineer Brigade pursuant to HPA General Order No. 382 dated 16 July 2008.
