In a report sent to BGEN ROMMEL A GOMEZ, Commander of the Army's 5th Infantry Division, by COL REMEGIO DE VERA, Commanding Officer of 501st Infantry Brigade, identified the rebel returnee as FERNANDEZ "BA-AW SABAWIL y TAYDAC, AKA JET/BRUCE/SALPAC, Intelligence Officer of Komiting Rehiyon-Hilagang Silangang Luzon(KR-HSL); Commanding Officer of Field Operation Command (FOC) KR-HSL; Commanding Officer of SECOM 3 (North East Committee) Northern Front, KR-HSL; and Order of Battle Listed Number M19 (Watch List KLG Baggas, ICRC), 40 years old, single and a resident of Sitio Mallongan, Western Uma, Lubuagan, Kalinga.

The voluntary surrender of Sabawil with his one (1) M16 rifle bearing serial number RP 119880 and one (1) defaced Carbine rifle with one (1) magazine is the joint effort of said military operatives through a peaceful negotiation made with his family and relatives by Congressman Manuel S Agyao together with Governor Floydelia Diasen and Vice Mayor Johnny A Dickpus of Lubuagan both of kalinga Province.

BGEN GOMEZ commended the soldiers involved in the successful surrender of communist terrorist leader SABAWIL and at the same time extended his gratitude to the local executives of Kalinga who directly supported this undertaking as advocate of peace and development in the area.

BGEN GOMEZ further said that the number of voluntary surrender of our way-laid Filipino brothers in the Division Area of Responsibility (AOR) since he assumed the Command last November 18, last year is a clear indication that they wanted to embrace the Social Integration Program of the Government being offered for financial and livelihood assistance for them to start a new life with their families and loved ones.
