CIRCULAR NR 19, GHQ AFP DTD 09 NOVEMBER 2000

SUBJECT: PROMOTION OF ENLISTED RESERVISTS RESCINDS CIRCULAR NR 17, GHQ AFP DTD 07 FEB 03.

SALIENT FEATURES/CHANGES:

     1. Previously known as a policy governing combat commission is now open to those EP with outstanding ability as manifested by outstanding rating in EP Evaluation Marks.

      2. Supporting documents include commanders endorsement and record of service that reflect position of leadership and courage.

CIRCULAR NR 6, GHQ AFP DTD 19 MAY 2003

SUBJECT: COMMISSIONING OF ELECTED GOVERNMENT OFFICIALS AND PRESIDENTIAL APPOINTEES IN THE RESERVE FORCE, AFP AND THEIR ADMINISTRATION AND UTILIZATION RESCINDS CIRCULAR NUMBER 3, GHQ AFP dtd 25 SEP 97.

SALIENT FEATURES/CHANGES:

     1. Amendment of maximum age requirement for commission from fifty one (51) to sixty four (64) years of age.

     2. Inclusion of G2 clearance.

     3. Transcript of Records and Diploma shall be authenticated by the School Registrar.

     4. Inclusion of Provincial Board Member to the minimum rank of Major, Barangay Chairman to the minimum rank of 1LT and Barangay Councilor to the minimum rank of 2LT.

CIRCULAR NR 1, GHQ AFP DTD 15 JANUARY 2001

SUBJECT: PROMOTION OF ENLISTED RESERVISTS RESCINDS CIRCULAR NR 17, GHQ AFP DTD 07 FEB 03.

SALIENT FEATURES/CHANGES:

     Delineation of Promotion authorities is defined as:

          a. Division/Bde Res Comdrs during mobilization – E3 – E7

          b. Maj Svc RESCOM Comdrs during peacetime – E5 – E7

          c. RCDG during peacetime – E2 – E4

STANDING OPERATION NR 2, GHQ AFP DTD 21 JANUARY 2004

SUBJECT: RESERVIST OFFICERS PROMOTION SYSTEM IN THE AFP RESCINDS SOP NR 5, GHQ, AFP DTD 02 FEBRUARY 1996, SUBJECT: INACTIVE RESERVE OFFICERS PROMOTION SYSTEM IN THE AFP.

SALIENT FEATURES/CHANGES:

     1. Qualification:

          a. Time-In-Grade (TIG)

          b. Computation of ASIG - Active Service-In-Grade refers to 30 days AADT for every year of service.

          c. Reservist Officers recommended for promotion to BGEN (07) and above should satisfy the following requirements:

    1) Recommendation from RESCOM Commanders exercising administrative and operational control over the concerned reservist duly endorsed by Major Service Commander;

    2) At least eighty-five (85%) percent of his personnel (reservists) are deployable at any time upon signal and actually manning the Ready Reserve Unit where the recommended reservist for promotion belongs.

          d. Selection procedures:

    1) Major Service Commands shall create a promotion Board to screen, evaluate, deliberate, and pass upon the candidates for promotion from O2 and above to be composed of not less than seven Field Grade Officers to be headed by Chairman with the rank of Colonel;

    2. At GHQ level a board shall be created to deliberate promotion of Reservists Officers called “GHQ BOARD FOR PROMOTION OF RESERVIST OFFICERS IN THE AFP” and divided into two groups:

    a) GHQ Reservist Promotion Board “A” for COL (O-6 and above)

    b) GHQ Reservist Promotion Board “B” for 1LT (O2) to LTC (O-5).

    HPA DIRECTIVE DTD 08 JANUARY 2004

    SUBJECT: UTILIZATION OF PA RESERVE FORCE IN SUPPORT OF INTERNAL SECURITY OPERATION (ISO)

     These directives recognized the important roles of the PA reserve force in supporting the regular component in Internal Security Operations (ISO). HPA placed the RCDG of the ARESCOM under operational control of the Infantry Divisions/Infantry Brigades for ISO.

    CIRCULAR 3 DND DTD 03 MARCH 2004

    SUBJECT: AFP AFFILIATED RESERVE UNITS PROGRAM.

     This circulars provides guidelines on the affiliation into the AFP reserve Force by the interested company/entity who are applying for affiliations as affiliate units of the AFP.

    GHQ DIRECTIVE DTD 19 JANUARY 2004

    SUBJECT: UTILIZATION OF AFP RESERVISTS IN NCR BY NCRCOM.

     This directives tasks the reservists within NCR in order to neutralize and /or degrade the capabilities of the various threat groups to national security: conduct security operations; implement the current AFP Campaign Plan in NCR; prevent and suppress all acts inimical to national interest; conduct search and recue operations, disaster response and relief operations; and assist in socio economic, ecological and development activities in the NCR.

    SUBJECT: UTILIZATION OF PA RESERVE FORCE IN CIVIL-MILITARY OPERATIONS.

     This directives provides guidelines and policies in the utilization of the PA reserve force in the conduct of CMO thru Military Civic Action, Community relations, Public Information and Psychological Operations.

    GENERAL ORDER NR 309 DTD 03 JUNE 2003 (CORRECTED COPY) OPERATIONAL CONTROL OF RCDGs AND CDCs

     This directives provides guidelines and policies in the utilization of the PA reserve force in the conduct of CMO thru Military Civic Action, Community relations, Public Information and Psychological Operations.

    HPA LETTER DIRECTIVE DTD 28 JUNE 2004

    SUBJECT: UTILIZATION OF RESERVE UNITS IN DISASTER MANAGEMENT OPERATIONS.

     This directive provides guidelines for the participation operation and deployment of reservists and reserve units for disaster management operations which include a presentation and discussion of the emergency management framework and cycle, tasks and responsibilities in each aspect and phase.

    HPA LETTER DIRECTIVE DTD 06 MARCH 2004

    SUBJECT: DELINEATION OF TASKING FOR FUNERAL SERVICES DETAIL OPERATIONS.

     Office of the Retirees & Reservists Affairs, OG10 will be the primary staff responsible over the preparation/publication of tasking for the funeral services for all deceased Retirees, Veterans and Reserve Officers whose rank is from 06 and below.

    HPA LETTER DIRECTIVE DTD 24 MAY 2004

    SUBJECT; DETAIL OF VIGIL GUARDS, MILITARY HOST AND PALLBEARERS.

     RCDGs/CDCs are reminded to be vigilant in providing personnel for funeral assistance.
