Portfolio of Initiatives

Based on the preceding objectives, the following are G8, PA’s portfolio of initiatives, in order of priority, until 2016. For purposes of easier management, these initiatives are divided into two major projects:

Doctrine Development System Project

Improve the Training Information Management SystemDevelop the ETS Information System with e-Library (Undertake systems improvements in electronic capture and storage of doctrines and training materials to make them readily accessible for PA personnel and units. This includes cataloguing of library/doctrine materials, and upgrading of library software and e-library.) including electronic database system of training management packages (programs of instructions, evaluation forms, presentations, handouts, worksheets, etc) for all training programs in order to make them readily accessible to trainers and students.
2. Enhance and standardize unit and staff training systemDevelop a curricular framework and support system to enhance the individual and collective training system from fire teams to division level.
3. Enhance the pre-entry training systemRevision of EP pre-entry training POI particularly specialization phase, SOP No. 09, and Letter Directive dated 20 Jan 2010.
4. Strengthen training of Army personnel on HR, IHL, and rule of lawReview of POI, TMP, and instructor training in order to improve the affective delivery and practical application at lower units of HR/IHL and rule of law trainings.
5. Improve the marksmanship training systemAssessment of the current marksmanship training system (curriculum, evaluation, instructors, etc.); Design and development of desired marksmanship training system (curriculum, evaluation, instructors, etc.); Develop systematic marksmanship curricula from pre-entry training, sustainment, and advanced skills for specific missions of Army personnel; Develop a cadre of in-house marksmanship instructors, coaches, and range officers at the company up to the battalion levels in order to develop the ability of combat units to sustain the marksmanship skills of their soldiers even during high operational tempo without the intervention of Division Training Units; Develop a cadre of trained instructors at the infantry divisions in order to improve the delivery of Squad Designated Marksman Training; Design and development of improving the research and development capability of MTU; Procure and construct the required marksmanship training equipment and facilities.
6. Improve the leadership training and developmentReview and assess the current Army leadership training and development framework in order to enhance the leader training of the Army from fire team leaders up to company commanders. Includes Establishment of a Center for Leadership Studies at any school of TRADOC.
7. Ensure responsive and efficient instructor certification systemDevelop a standard instructor certification system; review of structural relationship between TRADOC and other training units and their TOEs to strengthen instructor management and research capability of schools.
8. Improve the system of analysis, design, development, and evaluation (ADDE) of training programsDevelop industry standard trainings for analysis, design, development, and evaluation of education and training requirements; Improve and standardize the certification of each Army personnel involved in training and development (Training Managers, Course Developers/Designers, instructors, Instructional Technologist, and Instructors/Facilitators) at par with similar local and foreign training and development industry standards such as the Philippine Society for Training and Development or the American Society for Training and Development.
