The
creation of the PA BAC was based on the
Department Order (DO) Number 12 dated 05
April 2006, otherwise known as the “Creation
of the Bids and Awards Committees and the
Procurement Service in the Armed Forces of
the Philippines (AFP). As a BAC, Its level
of authority is stipulated in Section 2, to
wit: “In addition to the GHQ BAC1, the
CSAFP is hereby authorized to create four
(4) additional Bids and Awards Committees to
handle the procurement of the GHQ/AFP Wide
Service Support Units (AFPWSSU) and the
three (3) Major Services (AFP BACs) with
respect to procurement contracts with
Approved Budget of the Contract (ABC) as
shown below:”

This DO was
born out of the IRR-A of R.A. 9184,
otherwise known the Government Procurement
Reform Act (as amended) to pursue the
government’s commitment to good governance
by streamlining the procurement procedures
in the government agencies to expedite the
implementation of their corresponding
projects.

Conduct public distribution of information
relating to procurement procedures and contracts, including information on
invitations to tender and relevant or pertinent information on the award of
contracts, allowing potential tenders sufficient tome to prepare and submit
their tenders.

Conduct pre-procurement and pre-bid conferences that
would establish,
in advance, conditions for participation, including
selection and award criteria and tendering rules, and their
publication.

Receives bids, and determine the eligibility of
prospective bidders,
with the use of objective and predetermine criteria for
public procurement decisions, in order to facilitate the subsequent
verification of the correct application of the rules of procedures.

Conduct the evaluation of bids,
by facilitating an effective system of domestic review,
including an effective system of appeal, to ensure legal resource and
remedies in the event that the rules of procedures established pursuant to
this paragraph are not followed.

Undertake post-qualification proceedings,
where appropriate,
measures to ensure quality compliance with the requirements to the personnel
responsible for the production, manufacturing, and supply, ad their
declaration of interest in particular public requirements, screening
procedures and training requirements.

Recommend award of contracts
to the Head of the Procuring
Entity or his duly authorized representative.

Recommend the imposition of sanction,
in accordance with
Article XXVIII of RA 9184 and;
-
Performed
such other functions as may be necessary,
including the creation of a Technical Working Group form a pool of
technical, financial and/or legal experts to assist in the procurements
process.
