CMS GUILLERMO P FRANCISCO (INF) PA
PHILIPPINE ARMY COMMAND SERGEANT MAJOR

CMS Guillermo P Francisco 679428 (Inf) PA was born on 17 November 1959 from the mountainous province of Abra. He graduated from high school in 1975 at the Our Lady of Lourdes High School, Manabo, Abra.


He entered the military service as a 3rd Class trainee in 01 April 1980 and was assigned to Special Operations Group, Special Warfare Brigade, Philippine Army, Fort Magsaysay, Palayan City after graduating from the six (6) months 20-Year Old Training Course.


He was enlisted on 07 December 1981, and was assigned to 2nd Special Operations Company, SOG, ASWBde as its Communication Chief, Operations NCO and as a Team and a Section Leader in the provinces of Samar. He was further reassigned to 7th Scout Ranger Company when the First Scout Ranger Regiment was reactivated in March 1983. In 1984, he was reassigned to the Scout Ranger Training Center, FSRR, PA as an instructor, Tactical NCO and as an Operations and Training NCO of different courses up to 1986 After the SRTC was dissolved, he was assigned to OG3, FSRR as an Analyst and Operations NCO and when the Task Group Panther “Charlie” was organized in 1988, he was designated as the Operations NCO until the dissolution of the FSRR in 1989.


CMS Francisco was transferred to Division Training Unit, 7th Infantry Division and was designated as the unit’s Training and Senior Tactical NCO from 16 January 1990 to 15 May 1991. When the FSRR was reactivated in 1991, he was designated as the Organization NCO of OG3 and later as the Training NCO at OG8. He was assigned to the SRTS as its Operations and Training NCO and also the Intelligence NCO and Instructor. He was further designated as the Senior Tactical NCO of the different Scout Ranger Courses and the Operations NCO of several Task Groups Panther conducting Test Missions In 1997, he was reassigned to, ARESCOM and was designated as an Instructor and Training NCO of 4RCDG.


He was further reassigned to Defense Intelligence and Security Group, Department of National Defense as its Operations NCO and later as FSgt. After his stints in East Timor in 2000, he was reassigned to SOCOM as the Chief Clerk of OG3. He was transferred to FSRR in June 2001, and was sent to Basilan as the Sergeant Major of 1st Scout Ranger Battalion. When the FSRR was downsized in 2004, he was designated as the Sergeant Major of the Scout Ranger Training School. In December 2007 he was designated as the Regiment Sergeant Major until his reassignment to SOCOM as its Command Sergeant Major in 08 December 2009. He was designated as the Philippine Army Sergeant Major on 27 April 2010.


He underwent the following courses and trainings: Scout Ranger Orientation Course, EP Basic Marksmanship Course, Low Speed Radio Operations Course, Scout Ranger Course, Crime Investigation Course, EP Intelligence Course, Landmine Warfare Course, Jungle Warfare Instructor Course In Brunei, Seminar on Counter Terrorism in NICA, Tactical Operations NCO Course, Advance NCO Course, Instructor Development Seminar, Pistol Marksmanship Training, Disaster/Crisis Management Seminar, Scuba Diving Course and the Sergeant Major Course.


He was a recipient of the following awards and decorations: Seven (7) Military Commendation Medals, Eleven (11) Military Merit Medals, Two (2) Bronze Cross Medals, Gen Luna Awards, Disaster & Relief Rehab Opns Ribbon, Luzon Anti-Diss Campaign Medal & Ribbon, Marksmanship Badge (Expert) Long Svc Medal, UN Svc Medal, numerous Letters of Commendations, Appreciations and Plaques and the Ten Outstanding Pilipino Soldier Award for CY 2005.
