UNIT HISTORY OF THE 7TH INFANTRY DIVISION, PHILIPPINE ARMY

THE 7TH INFANTRY DIVISION’S TREASURED PAST CAN BE TRACED WITH THE ACTIVATION OF THE 3RD INFANTRY BRIGADE SEPARATE, PHILIPPINE ARMY STATIONED AT CAMP SERVILLANO AQUINO, TARLAC. THE 3RD BDE SEPARATE WAS ACTIVATED ON JANUARY 14, 1987 PURSUANT TO GENERAL ORDERS NUMBER 90, GENERAL HEADQUARTERS, ARMED FORCES OF THE PHILIPPINES.  THE 14TH INFANTRY BATTALION, 60TH INFANTRY BATTALION, 3RD REGIONAL COMMUNITY DEFENSE UNIT, ARMY STATION HOSPITAL, AND CHARLIE BATTERY, 3RD FIELD ARTILLERY BATTALION, ALL ORGANIC UNITS OF THE 5TH INFANTRY DIVISION, FORMED THE NUCLEUS OF THE UNIT.

          THE 3RD BRIGADE SEPARATE UNDER THE LEADERSHIP OF THEN COLONEL GUILLERMO G FLORES PA WAS SUBSEQUENTLY PLACED UNDER THE OPERATIONAL CONTROL OF THE REGIONAL UNIFIED COMMAND 3.  IT’S TASK WAS TO SPEARHEAD COUNTER-INSURGENCY OPERATIONS IN CENTRAL LUZON.

ON AUGUST 1, 1988 THE 3RD INFANTRY BRIGADE SEPARATE WAS UPGRADED TO BECOME THE 7TH INFANTRY DIVISION, PHILIPPINE ARMY PURSUANT TO GENERAL ORDERS NUMBER 471, GENERAL HEADQUARTERS, ARMED FORCES OF THE PHILIPPINES. BRIGADIER GENERAL GUILLERMO FLORES WAS DESIGNATED AS THE FIRST DIVISION COMMANDER OF 7TH INFANTRY DIVISION.

          PER DIRECTIVE OF HEADQUARTERS, PHILIPPINE ARMY, THE 7TH INFANTRY DIVISION TRANSFERRED ITS HEADQUARTERS TO FORT MAGSAYSAY, PALAYAN CITY, NUEVA ECIJA ON 22 NOVEMBER 1988.

          THE 7ID AREA OF RESPONSIBILITY WAS EXPANDED TO INCLUDE SEVEN (7) PROVINCES, SEVEN (7) CITIES 146 MUNICIPALITIES AND 3,857 BARANGAYS IN REGION THREE EXCEPT BULACAN. 7ID AOR ALSO COVERED THE PROVINCES OF PANGASINAN AND AURORA, THE MUNICIPALITY OF ALFONSO CASTAÑEDA IN NUEVA VISCAYA AND THE MUNICIPALITY OF DINAPIGUE IN ISABELA.      

          7ID WOULD LATER ABSORB 24IB, 56IB, 60IB AND EVENTUALLY 68IB, 70IB, 71IB, 72IB AND 73IB

AS THE DESIGNATED RAPID DEPLOYMENT DIVISION OF THE PHILIPPINE ARMY, 7ID FORCES WERE EXPECTED TO MOVE ON SHORT NOTICE TO RESTORE ORDER IN TROUBLED AREAS. ON 01 SEPTEMBER 1996, 701ST BRIGADE WITH THE 60TH, 72ND AND 73RD INFANTRY BATTALIONS WAS DEPLOYED TO THE PROVINCE OF DAVAO.

          THE DIVISION WAS THEN ORGANIZED WITH THREE (3) TACTICAL BRIGADES AND NINE (9) INFANTRY BATTALIONS WITH CORRESPONDING COMBAT SUPPORT AND SERVICE SUPPORT UNITS.  THE 701ST INFANTRY BRIGADE WHICH WAS PLACED OPCON WITH 10TH INFANTRY DIVISION WAS SUBSEQUENTLY ABSORBED AND COVERED COMPOSTELA VALLEY PROVINCE, DAVAO DEL NORTE AND DAVAO DEL SUR.  702ND AND 703RD INFANTRY BRIGADES REMAINED INTACT IN CENTRAL LUZON. THE 68TH INFANTRY BATTALION STATIONED IN NAUJAN, ORIENTAL MINDORO WAS UNDER THE OPERATIONAL CONTROL OF 2ND INFANTRY DIVISION WHICH WAS LIKEWISE ABSORBED BY THE 2ND INFANTRY DIVISION BUT WAS REPLACED BY THE 48TH INFANTRY BATTALION FROM THE 5TH INFANTRY DIVISION AND 3RD INFANTRY BATTALION FROM 6TH INFANTRY DIVISION.

            ON 2007 ONWARDS, THE 48TH INFANTRY BATTALION WAS PROGRAMMED TO UNDERGO BATTALION RETRAINING. AFTER COMPLETION OF TRAINING, HPA RELEASED ORDER FOR THE UTILIZATION OF 48TH INFANTRY BATTALION AS ONE (1) OF THE SECURITY BATTALION TO BE DEPLOYED IN METRO MANILA. DURING THAT TIME 69IB TOOK OVER AURORA PROVINCE TO COVER THE VACATED AREA OF 48TH INFANTRY BATTALION. ON 12 AUGUST 2008,  69IB WAS TASKED TO BE THE READY DEPLOYABLE BATTALION IN MINDANAO AND WAS SUBSEQUENTLY DEPLOYED AT BRGY PAATAN, NORTH COTABATO AND PLACED OPCON TO 6TH INFANTRY DIVISION AND NOW AT DAVAO DEL NORTE OPCON TO 10TH INFANTRY DIVISION. THE 48TH INFANTRY BATTALION WAS PULLED-OUT IN MANILA AFTER THE MOVEMENT OF 69TH INFANTRY BATTALION TO MINDANAO. 48TH INFANTRY BATTALION AGAIN COVERED AURORA PROVINCE REPLACING 69IB.

          THE DIVISION THEN IMPLEMENTED CHANGES IN ITS AREA DELINEATION WHICH CALLED FOR THE REACTIVATION OF 701ST INFANTRY (KAGITINGAN) BRIGADE LAST 16 SEP 2008. THE AOR OF THE DIVISION WAS THEN DIVIDED INTO THREE AREAS MANNED BY ITS THREE INFANTRY BRIGADES.

IN MAY 2009, TO SUIT THE INTERNAL PEACE AND SECURITY OPERATION, THE DIVISION ORGANIZED THE 81ST INFANTRY (SPARTAN) BATTALION WHICH WAS CREATED FROM THE TWO DIVISION RECONNAISSANCE COMPANIES (71DRC AND 73DRC).

          AS MANDATED BY HPA, THE DIVISION WAS AGAIN TASKED TO PREPARE ONE INFANTRY BATTALION READY TO BE DEPLOYED IN MINDANAO WITH 71ST INFANTRY BATTALION PREFERRED FOR THE DEPLOYMENT. THE BATTALION UNDERWENT BATTALION OF EXCELLENCE (BOE) TRAINING AND THEREAFTER MOVED TO COMPOSTELA VALLEY ON 14 MAY 2010 AND PLACED OPCON TO 10TH INFANTRY DIVISION. MEANWHILE, THE NEWLY ACTIVATED 84TH INFANTRY (VICTORY) BATTALION WHICH WAS RECENTLY CALLED MULTI-ROLE FORCE WAS ALSO DEPLOYED IN DAVAO CITY IN THE SAME MONTH.

ON 02 OCTOBER 2010, THE 701ST BRIGADE WAS REDEPLOYED FROM SAN JOSE TARLAC TO MARUNDON MATI, DAVAO ORIENTAL AND PLACED OPCON TO 10TH INFANTRY DIVISION. IT WAS TASKED TO SUPERVISE THE THREE (3) BATTALIONS IN MINDANAO BUT LATER CONTROLLED OTHER BATTALIONS.

ON 2011, THE DIVISION AOR EXTENDED TO ILOCOS REGION WITH THE REALIGNMENT OF OPERATIONAL BOUNDARIES BETWEEN THE 5TH INFANTRY DIVISION AND 7TH INFANTRY DIVISION.

AND RECENTLY, IN VIEW OF THE RECONFIGURATION OF FORCES TO BE CONDUCTED BY AFP IN SULU, UNITS OPCON UNDER HNOLCOM (501BDE, 41IB AND 50IB ALL OF 5ID, PA) THE OPERATIONAL BOUNDARIES BETWEEN 5ID AND 7ID WAS REDJUSTED UNDER OPERATIONAL DIRECTIVE 03-2014 WHEREIN THE MUNICIPALITIES OF SAN EMILIO, QUIRINO & CERVANTES ALL OF ILOCOS SUR AND THE MUNICIPALITY OF TUBO, ABRA EFFECTIVE 28 SEPTEMBER 2014 IN ORDER TO FILL IN  THE OPERATIONAL THAT WILL EXIST AND TO SUSTAIN THE EFFORT IN AMPIS AREA (ABRA, MT PROVINCE & ILOCOS SUR).

          PRESENTLY, THE DIVISION AREA OF RESPONSIBILITY COVERS THE WHOLE OF REGION 3, REGION 1, ADJACENT MUNICIPALITIES OF REGIONS 2 (PROVINCE OF QUIRINO AND NUEVA VIZCAYA EXCEPT MUNICIPALITIES OF AMBAGUIO, BAGABAG AND VILLAVERDE), MUNICIPALITY OF DINAPIGUE, ISABELA AND BRGY UMIRAY, GENERAL NAKAR, QUEZON OF REGION 4A.  THE DIVISION NOW COVERS A LAND AREA OF 45,225.37 SQ KMS, WHICH CONSIST OF 15 PROVINCES, 22 CITIES, 258 MUNICIPALITIES AND 6,788 BARANGAYS WITH AN ESTIMATED POPULATION OF 15 MILLION.

CURRENTLY, THE ORGANIZATIONAL STRUCTURE OF THE DIVISION IS COMPRISED OF THREE (3) INFANTRY BRIGADES, EIGHT (8) INFANTRY BATTALIONS, ONE (1) CADRE BATTALION, THREE (3) DIVISION RECON COMPANIES, ONE (1) MILITARY INTELLIGENCE BATTALION, ONE (1) CIVIL MILITARY OPERATIONS BATTALION, ONE (1) SERVICE SUPPORT BATTALION, ONE (1) DIVISION TRAINING SCHOOL, ONE (1) HEADQUARTERS SERVICE BATTALION, ONE (1) STATION HOSPITAL AND ONE (1) REAL ESTATE PRESERVATION AND ECONOMIC WELFARE CENTER COMPLEMENTED BY ONE (1) MECHANIZED INFANTRY BATTALION, TWO (2) ENGINEER COMBAT BATTALIONS, ONE (1) SIGNAL BATTALION, ONE (1) SPECIAL FORCES COMPANY, ONE (1) ARTILLERY BATTERY AND TWO (2) REGIONAL COMMUNITY DEFENSE GROUPS.       

SINCE ITS ACTIVATION AND DESPITE THE MANY CHALLENGES AND DIFFICULTIES IT HAD TO ENDURE ALONG THE WAY, OUR DIVISION HAD BEEN SUCCESSFUL IN THE FULLFILMENT OF ITS MANDATE THEREBY ACHIEVING LASTING PEACE NOT ONLY IN CENTRAL LUZON BUT TO OTHER NEIGHBORING REGIONS AS WELL. 

AS A MANIFESTATION OF ITS COMMITMENT TO PEACE AND PROGRESS, THE COMMAND WAS ABLE TO HAND-OVER ALL PROVINCES IN THE ENTIRE 7ID AOR TO THE LGUS WITH THE TURNOVER OF THE LAST THREE REMAINING PROVINCES OF ILOCOS SUR (07 OCTOBER 2013), BULACAN (18 DECEMBER 2013) AND PAMPANGA (15 JANUARY 2014) AS PEACEFUL AND READY FOR FURTHER DEVELOPMENT AND ECONOMIC INVESTMENT.

IN LINE WITH THIS, THE COMMAND HAS BEEN SUCCESSFUL IN INSULATING THE COMMUNITIES FROM LOCAL COMMUNISTS. IN FACT, NOT A SINGLE BARANGAY IN THE DIVISION’S AOR IS AFFECTED BY THE CPP-NPA-NDF.

WITH ITS FAVORABLE AND CONDUCIVE ENVIRONMENT, NUMEROUS GOVERNMENT FLAGSHIP PROJECTS WERE IMPLEMENTED IN THE AREA OF 7ID. SOME OF THESE PROJECTS ARE THE SUBIC-CLARK-TARLAC EXPRESSWAY OR SCTEX, THE TARLAC-PANGASINAN-LA UNION EXPRESSWAY OR TPLEX AND THE BCDA GREEN CITY PROJECT IN CAPAS, TARLAC. LIKEWISE, THE AREA OF 7ID PARTICULARLY THE FORT MAGSAYSAY MILITARY RESERVATION IS THE PLACE OF CHOICE TO HOST LOCAL TRAININGS, INTERNATIONAL ENGAGEMENTS AND BILATERAL EXERCISES.

 NEEDLESS   TO   SAY,   THE   KAUGNAY   DIVISION   HAS   BEEN   HOME    TO    BRILLIANT    LEADERS.   AMONG    ITS   PROMINENT    PAST    COMMANDERS    WERE:   GEN   GUILLERMO   G   FLORES,   GEN  ORLANDO   V   SORIANO,   GEN  GREGORIO   M    CAMILING   JR,

GEN HERMOGENES C ESPERON JR AND GEN ROMEO P TOLENTINO. IN ADDITION, THE CURRENT CHIEF OF STAFF OF THE ARMED FORCES OF THE PHILIPPINES, GENERAL GREGORIO PIO P CATAPANG JR WAS A FORMER 7ID COMMANDER. LIKEWISE, THE COMMANDING GENERAL OF THE PHILIPPINE ARMY, LTGEN HERNANDO DCA IRIBERRI, LED THIS COMMAND PRIOR TO HIS ASSUMPTION AS CGPA.

THROUGH THE STERLING LEADERSHIP OF OUR PRESENT COMMANDER, MGEN GLORIOSO V MIRANDA AFP, THE COMMAND IS GEARED TOWARDS SUSTAINING OUR GAINS AND IN BRINGING OUR UNIT TO GREATER HEIGHTS AS WE TRANSFORM INTO A WORLD-CLASS ARMY THAT IS A SOURCE OF NATIONAL PRIDE.

WITH ALMOST THREE DECADES OF EXISTENCE, TODAY, WE CAN PROUDLY SAY, AS WE CELEBRATE OUR 26TH FOUNDING ANNIVERSARY, OUR ACCLAIMED DIVISION HAS DEVELOPED INTO ONE OF THE BEST INFANTRY DIVISION OF THE PHILIPPINE ARMY. AND FOR THIS, WE ARE THANKFUL AND PROUD TO BE PART AND MEMBERS OF TEAM KAUGNAY.

WE HOWEVER, DO NOT SOLELY KEEP THE CREDIT FOR OUR ACCOMPLISHMENTS. WE SHARE AND OWE THESE WITH OUR COUNTERPARTS AND CO-STAKEHOLDERS, THE PHILIPPINE NATIONAL POLICE, THE LOCAL GOVERNMENT UNITS, LOCAL CHIEF EXECUTIVES, NON-GOVERNMENT ORGANIZATIONS, PEOPLES ORGANIZATION AND THE FILIPINO PEOPLE.
