Army, MMDA forges alliance

Manila-Philippine Army Chief Lt. Gen. Delfin N. Bangit, represented by
Brig. Gen Danilo M Garcia, Army Reserve Command (ARESCOM) commander, and
Metro Manila Development Authority (MMDA) Chairman Bayani F. Fernando
signed the Memorandum of Agreement (MOA) presenting MMDA as a Reserve
Unit of the Philippine Army this afternoon, September 3, 2009.
The MOA is concerned with the affiliation of MMDA as a Reserve Unit of
the Philippine Army in times of war and emergency. It tasks MMDA as one
of the organizations that would ensure the continuous and uninterrupted
operations of water, light, transportation, and communication for the
Armed Forces of the Philippines (AFP), especially in times of war and
emergency. This is for the Armed Forces to carry out their national
defense plans without any disruptions; thus, assuring successful
operations for the welfare of the citizens. Moreso, MMDA is also tasked
to strengthen the operations of AFP by committing its manpower and
assets to the Armed Forces during times of disaster, emergency, and
calamity.
However, as the MOA is a mutual agreement that benefits both parties,
the Philippine Army also has its obligations to MMDA as a Reserve Unit.
The Philippine Army is to conduct pre-military training on MMDA
personnel to supply them with knowledge that could help their
organization prevent raids, sabotage, and attacks by enemies. The Armed
Forces is also tasked to provide logistic support to MMDA during
emergencies and screen MMDA personnel for qualified applicants to the
Reserve Force.
After this afternoon, the MOA shall be passed on to Department of
National Defense Secretary Gilberto C. Teodoro Jr. who will complete the
alliance between the Philippine Army and MMDA. With the completion of
this partnership, the Philippine Army shall be able to conduct more
successful operations as MMDA is one of the key agencies working in the
country. Likewise, through this agreement, MMDA shall have more support
as it has gained the Philippine Army as an associate. The Philippine
Army shall not cease from making harmonious partnerships with other
organizations in the country to further assure peace for the citizens.
