MGEN FELIX Assumes Command
of Army Division in Cagayan De Oro
Major General Victor A. Felix assumed command of the Army's 4th Infantry
Division on August 18 (Wednesday), replacing MGen. Mario F. Chan in a
change of command ceremony at Camp Evangelista, Cagayan de Oro City.
A member of Philippine Military Academy Class of 1979, MGen Felix hails
from Tuguegarao, Cagayan and was born on September 8, 1956. He is known
to be straightforward and a disciplinarian.
Prior to his new assignment, MGen Felix was the Deputy Chief of Staff
for Civil-Military Operations, J7 at the General Headquarters, AFP in
Camp Aguinaldo, Quezon City. His significant assignments include
Commanding Officer of 41st Infantry Battalion, 5th Infantry Division,
PA; Chief of Unified Command Staff, Southern Command, AFP; and
Commanding Officer of 502nd Brigade, 5th Infantry Division, PA.
MGen Felix is a graduate of Command General Staff Course at CGSC,
Training and Doctrine Command, PA in 2000; Overseas Joint Warfare Course
at the Australian Defence Force Warfare Centre in 2002; and Masters in
Strategic Studies at the US Army War College in 2005; and a recipient of
three Distinguished Service Stars and several Military Merit and
Military Commendation Medals.
MGen Chan, the outgoing 4th ID commander, will assume as the 8th
Infantry Division commander anytime soon. He is proud to leave a
division which has posted a very remarkable performance for over a year
during his term, with the massive conduct of TRIAD activities,
attainment of targets, measurable decrease in the enemy forces, and the
obvious decline in enemy operations within the area of operations.
In 13 months, the Army's 4th ID has launched operations that repeatedly
delivered a staggering blow to the Communist Terrorist Movement in the
area, resulting to 23 wounded, 15 captured, 21 apprehended and 165
surrendered CTs. These efforts also led to the recovery and confiscation
of 87 high-powered firearms, 97 low-powered firearms and the seizure of
73 enemy camps. Likewise, 11 affected barangays were cleared from CTM
infiltration, mass support severely suppressed and fund generation
disrupted.
"The Division has caused the degrading of guerilla fronts and party
committees to the effect that we are now ready to turnover ISO
operations to the provinces of Misamis Oriental, Camiguin, and Surigao
del Norte through their peace and order councils, the local chief
executives and the Philippine National Police," said MGen Chan in his
farewell speech.
Consequently, a range of ISO-focused trainings and seminars are being
conducted to ensure combat readiness of personnel and continuously
improve and maintain individual and unit efficiency.
MGen Chan expressed gratitude and paid tribute to the men and women of
the 4th ID who have made his term as the Commander truly meaningful.
"Farewell comrades and friends. My role as your commander has come to an
end today. Yet I am confident that what we have started will be pursued
with equal dedication and passion because the one who will take my place
is someone who is equally capable and dedicated. I shall continue my
journey to where my superiors will lead me, knowing that in that new
assignment I shall continue to perform my role as a leader and as
servant of the Filipino people," said MGen Chan. #
