As stipulated in the Article II, Section 4 Philippine Constitution (1987) “The prime duty of the Government is to serve and protect the people. The Government may call upon the people to defend the State and, in the fulfillment thereof, all citizens may be required, under conditions provided by law, to render personal, military or civil service.”

The Reserve Officers’ Training Corps or ROTC in the Philippines is one of the three (3) components of National Service Training Program (NSTP), the civic education and preparedness program for Filipino youth that primarily aims to provide military education and training for national defense preparedness and mobilization in the event of national emergency or threat, calamities and/or nation-building activities.

On July 29, 2019, LTC SERGIO B SABIANO JR (QMS) PA, the Executive Officer of this unit, being the designated Commandant of Visayas State University (VSU) - Tolosa Campus ROTC Unit, chaired the selection and deliberation of candidates to fill in the new set of ROTC Cadet Ranks of the said school.

The newly selected set of officers for Visayas State University ROTC Unit is expected to provide a strong and excellent leadership and shall serve as model of discipline to all cadets and cadettes in the said university. They are likewise expected to be active and capable of handling their subordinates when mobilized to support for national defense in times of war and conflict and on community developmental activities in times of peace.

Greater opportunities await for our ROTC cadets and cadettes who will later on choose to enlist or get commissioned into the Armed Forces of the Philippines. With the ROTC Training as their formidable foundation, no doubt they will able to manage and hurdle all the challenges they are to face in the future. Likewise, the ROTC training, aside from instilling among them the very essence of discipline and core values, would better prepare them to manage multi-tasking that they would ably and smoothly balance both their academics and extra-curricular activities.

Also in attendance during the deliberation were Mr Rene E Canonoy, the NSTP Head, Ms Marieli Cherry C Cipres, the ROTC Coordinator, and the outgoing VSU-ROTC Corps Commander.

Indeed, aside from its primary function as combat service support provider of various PA units in Region 8, 8FSSU also extends its support in strengthening the ROTC implementation in its AOR.
