New Army Provost Marshal assumes office

The Office of the Army Provost Marshal (OAPM) welcomed Lt. Col. Rufino B. Bayangos Jr. as its new chief in a ceremony presided by Army Chief of Staff Maj. Gen. Potenciano C. Camba at the Headquarters Philippine Army, Fort Bonifacio, Metro Manila on May 2, 2023.
 
Lt. Col. Bayangos, who previously served as OAPM'S executive officer, succeeded Col. Cezar J. Conte Jr. who will assume as the 4th Infantry Division Chief of Staff. OAPM is the Army unit mandated to ensure discipline, law, order, and safety within the organization.
 
Lt. Col. Bayangos held key command and staff positions throughout his career such as Acting Deputy Chief of the Office of Ethical Standards and Public Accountability, Armed Forces of the Philippines (OESPA, AFP); Chief of the Admin and Personnel Division of OESPA, AFP; platoon leader of the Headquarters and Headquarters Service Battalion, 4th Infantry Division (4ID); and admin officer of the Office of the Judge Advocate General, 4ID. Lt. Col. Bayangos, commissioned into the Philippine Army in 1996 through Republic Act 2334, holds a Bachelor of Laws degree from the Arellano University and two undergraduate degrees—AB Political Science and BS Foreign Service—from the Lyceum of the Philippines.
 
Meanwhile, Col. Conte served as acting executive officer of the Office of the Deputy Chief of Staff for Personnel, AFP (OJ1, AFP); commanding officer of the 7th Field Artillery Battalion, Army Artillery Regiment (AAR); Assistant Chief of Staff for Personnel, AAR (G1, AAR); and chief of the Placement Branch, Army Personnel Management Center. Col. Conte, who belongs to the Philippine Military Academy “Bantay Laya” Class of 1994, holds a Master in Public Management Major in Development Security degree from the Development Academy of the Philippines.
 
Maj. Gen. Camba, in his keynote remarks, lauded Col. Conte for his short yet significant leadership of OAPM where he has religiously demonstrated the ideals of safety, discipline, law and order in the Philippine Army. The Army Chief of Staff also conveyed his confidence in the leadership and management skills of Lt. Col. Bayangos, the new OAPM Chief. “I am confident that you are more than capable to keep your shop running and continue to pursue and instill among the minds of Team Army Provost Marshal our distinct standard of discipline which will enable us to accomplish our mission,” Maj.
